    Sealed proposals endorsed “2026 and 2027 CAPE SEAL PROGRAM #5-26 (P) and #5-27 (P)”, Birmingham, Michigan" will be received from Contractors by the City of Birmingham, at the Office of the City Clerk, located at 151 Martin St., Birmingham, MI, until 2:00 p.m., Thursday, January 29, 2026. The proposals will be opened and publicly read aloud at that time. Bids submitted after the exact time specified for receipt will not be considered. This project will include various capital preventative maintenance measures installed over existing unimproved roadways to extend the pavement service life. Approximate quantities are as follows: 2026 work - 14,685 square yards of cape seal surfacing, localized subgrade improvement, with curb & gutter, ADA ramp and sidewalk improvements; 2027 work – 17,417 square yards of cape seal surfacing, localized subgrade improvements, with curb & gutter, ADA ramp and sidewalk improvements. Bidders shall review and comply with all contract documents, and supplemental information, as defined in the Information For Bidders. Bidding documents for the project may be obtained through the Michigan Inter- Governmental Trade Network (MITN), which may be accessed online at https://www.bidnetdirect.com/mitn. Vendors wishing to obtain copies of the bidding documents will need to register through the MITN website. Electronic versions of bidding documents will be posted to MITN starting Thursday, January 8, 2026. The successful bidder shall be required to post bonds, and to comply with the contract requirements of the City Charter. Bids are firm, and no bid may be withdrawn for a period of sixty (60) days after opening of bids. Procurement for the City of Birmingham will be handled in a manner providing fair opportunity for all businesses. This will be accomplished without abrogation or sacrifice of quality and as determined to be in the best interest of the City of Birmingham. The City reserves the right to reject any and all bid proposals, to waive any irregularity in any of the bid proposals submitted, and to accept any proposal which it shall deem to be the most favorable to the interest of the City. A certified check or bid bond in the amount of five percent (5%) of the base bid must accompany each bid proposal.
