OPWDD's Contract Management Unit for Finger Lakes DDSOO is soliciting quotes from responsible and qualified MWBE, SDVOB, or NYS Small Business contractors to perform Bar Screen Building Rehabilitation for the Westfall Campus. The Scope of Work includes, but not limited to, the rehabilitation of the Westfall Campus Bar Screen Building located at 620 Westfall Road, Rochester, NY 14620. A Mandatory Site Visit has been scheduled for 10:00am on August 10, 2026. The meeting location will be on the north side of the Westfall Campus at 620 Westfall Road, just past the curved security fencing, next to the garage building. All interested Contractors MUST attend the site visit in order to submit a quote. The Contract and its subcontractors must be registered with the New York State Department of Labor (NYSDOL) and submit their Certificate of Contractor Registration at the time of the bid submission for any Article 8 Project. Pursuant to its discretionary authority under Article 15-A and 17-B of the New York State Executive Law and State Finance Law section 160(8) - Empire State Development Corporation Certified Minority or Woman Owned Business (MWBE), New York State Office of General Services Service-Disabled Veteran Owned Business (SVDOB), or New Yok State Small Businesses only. Please provide a copy of your firm's certification documents when submitting a quote. State Finance Law 160 (8), defines the terms "small business concern" or "small business" as a business which is resident in New York State, is independently owned and operated, is not dominate in its field, and employs one hundred (100) or less persons. References, experience, financial resources, and applicable insurances are required. The bidder or its principals must be able to provide at least three (3) references (Name, Title, Phone Number, and Email Address) associated with three (3) different projects (OGS, public, or private sector) of similar scope and size to the one identified in this RFQ that can provide evidence of the Contractor having experience in related work. Prevailing wage will apply to this contract. Quotes must be received no later than August 28, 2026.
