    Description

    The City of Hamtramck is soliciting sealed bids from qualified contractors for 2026 DWSRF LEAD SERVICE LINE REPLACEMENT PROGRAM in accordance with the Michigan Department of Environment, Great Lakes, and Energy (EGLE) Lead and Copper Rule. This project involves the replacement of lead and galvanized service lines previously connected to lead (GPCL) from the water main from the discharge of the corporation fitting to customer site piping or to the building plumbing at the first shut-off valve inside the building, or 18 inches inside the building, whichever is shorter. All work must comply with EGLE standards and specifications for full-service line replacement. Please be sure to review the measurement of payment, specifically for what is included in the Lead Water Service Replacement Line item. This project is funded through the EGLE Drinking Water State Revolving Fund (DWSRF); therefore, the following is required: Domestic Preference Requirement, Build America Buy America, Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment, Davis Bacon and Related Acts/Prevailing Federal Wages, Labor Standards Provisions for Federally Assisted Projects, Disadvantaged Business Enterprises (DBE) Requirements, and Certification Regarding Debarment Suspension, and other Responsibility Matters. This work will take place on the east side of the city, with the majority of streets located from Gallagher to Alpena, between Caniff and Holbrook. In addition, 3 streets on the east side of Conant. The project will be awarded through two (2) contracts. Contractors shall make sure that if they bid on both contracts, they can complete both contracts by the stated date. The work consists of the following contracts: Contract 1 – Installation of 275 Full Lead Service Line Replacement along 9 locations. See the location list and map in the appendix. Contract 2 – Installation of 315 Full Lead Service Line Replacement along 9 locations. See the location list and map in the appendix. The Notice to Proceed will be required to be issued no later than 10/26/2026. Work is to begin No Later than November 1, 2026, and be substantially completed by August 15, 2027, with Final completion by August 31, 2027. Interested bidders are encouraged to review the full bid documents for detailed specifications, performance criteria, and submission requirements. SEALED BIDS will be accepted at the offices of the City Clerk. Bidders must deposit, with their bid, surety in the form of a certified check, bank draft, or bid bond, in the sum of five percent (5%) of the amount of the proposal.
