The City shall open and compare the bids and thereafter award the contract to the bidder offering to the City the highest percentage of gross income from sales, but only if it is the opinion of the City that the best interests of the City would be served thereby. The City reserves the right to reject any or all bids, and to waive irregularities. The bids must remain in effect for ninety (90) days.
