    a) This specification describes the minimum material and quality requirements for construction of one or more courses of HMA pavement at SPECIFIED locations in accordance with the contract documents or as directed by the Owner. b) The work shall be in accordance with the NYSDOT Section 402 and the Owner’s directives. c) Pavement construction includes but is not limited to tack coat, asphalt materials, water, equipment for placement, compaction, all necessary labor, maintenance and protection of traffic including temporary pavement markings. d) Specific roads may require turnkey cold milling to be performed by the Contractor. Milling shall be in accordance with the applicable requirements for NYSDOT Section 490 and the Owner’s directives.
