    NOTICE TO BIDDERS City of Livonia, Michigan Noble Building Site Reuse Proposals for the former Alfred Noble Library site project will be received by the City of Livonia via the MITN website (www.mitn.info) until 2:00 p.m., Local Time, on July 17, 2026, at which time the RFP’s will be recorded by the City of Livonia Purchasing Manager. A highly recommended pre-bid meeting is scheduled for 10:00 a.m., June 16, 2026. The pre-bid meeting will be held in the Conference Room at the Department of Public Works Building, 12973 Farmington Road, Livonia, MI, 48150. Proposals shall be in accordance with the requirements of this notice to be deemed “responsive”. Late Proposals will not be considered. Instructions to bidders and specifications may be obtained by registering with the Michigan Inter- Governmental Trade Network (MITN) at www.mitn.info. Bidders may submit questions in writing to the attention of Gus Kandah at gkandah@livonia.gov. All addendums will be posted on the MITN website. Any information not obtained from the MITN website should not be relied upon. All Proposals must be submitted electronically in Adobe Acrobat format. The City of Livonia seeks proposals for the following: Former Alfred Noble Library Site Reuse (see page 3 for details). Important Dates and Key Proposal Requirements See page 11 for details. No physical Proposal submissions will be accepted. All Proposals must be uploaded to the MITN website in Adobe Acrobat (PDF) format. Late proposals will not be considered. No bidder may withdraw their proposal within one hundred twenty (120) calendar days after the date set for opening thereof. The right to accept any Proposal, to reject any or all proposals and to waive irregularities in bidding is reserved by the City of Livonia. Portions of this Contract may be deleted due to unforeseen circumstances without compensations. Acceptance of any Proposal does not constitute a binding agreement until a written Contract is signed by both parties.
