Upon receipt and review of proposals from interested parties, it is the City of Cleveland’s intent to enter into an agreement between the City of Cleveland (“City” “Owner” “Client”) and the professional firm (“Consultant” “Owner's Advisor” "OA" "Owner's Representative" "Owner's Rep"). This will be completed after it is determined which firm is to be best qualified to provide these services as determined by the City of Cleveland.
The City of Cleveland expects the prime contract holders for the contract to provide team leadership and project management for all services procured through this Agreement and future individual Project Agreements with the City. Such proactive management should include, but is not limited to:
The City reserves the right to reject any or all proposals or portions of thereof, to waive irregularities, informalities, and technicalities, to re-issue or to proceed to obtain the service(s) desired otherwise, at any time or in any manner considered in the City’s best interests. The Director may, at his sole discretion, modify or amend any provision of this notice or the RFP.

Quality of Proposal includes Organization of the Firm, Specific Approach to Owner's Advisor Services, Ability to Perform the Scope of Services, Capacity to Perform Work, including consideration for current City Project workload, and Special Commendations as defined in the “Proposal Submission Requirements” section of this RFP.
Credentials of Key Personnel includes Qualifications of the Project Team as defined in the “Proposal Submission Requirements” section of this RFP, particularly the owner's rep project manager who will be the lead person on this Project, and their prior experience and demonstrated ability to perform the scope of work.
Demonstrated ability of team members to perform the type and quality of work expected for this proposal.
This item will be reviewed after the evaluations of qualifications have been completed. Based on fee rates, half day rates, and cost estimate ranges.

INSTRUCTIONS: Pursuant to Codified Ordinance Sec. 181.36, the information requested on this page must be supplied by all contractors and any subcontractors having more than a fifty percent (50%) interest in the proposed contract prior to any contract being awarded by the City of Cleveland. Any contractor or subcontractor who is deemed to have made a false statement shall be declared to have acted in default of its contract and shall be subject to the remedies for default contained in its contract. For failure to cure such a default, the contractor or subcontractor shall be automatically excluded from bidding for the supply of any goods or services for use by the City for a period of two (2) years.
Q (Scope Clarification): Would you be able to provide insight into the estimated percent distribution of scope of work between Owners Rep/AEC Advisor and Construction Cost Estimator?
A: The exact breakdown is indeterminate, but the DASD can see more scope requests for cost estimation than owner representation. Considering we have a lot of requests for updated costs, and the need for updated project costs for our Capital Improvement Plan. A 60-40 split weighted to cost estimation isn't unrealistic.
Q (No subject): Will LEED be required for any of the capital improvement projects? If so, what type of projects would require LEED certification?
A: That is unknown at this time. From the aspect of an Owner's Rep, the Owner's Rep would not be expected to be the subject matter expert related to LEED or similar certifications.

A: Simpler projects may have less design phases.

A: Cost estimation will be required for all types and sizes of projects.
