      The City of Washougal is accepting sealed bid submissions for this project. Sealed bids will be publicly opened and read aloud at the City of Washougal City Hall, located at 1701 C Street, Washougal, WA 98671.

      Bids must be received by the City no later than Wednesday, June 3, 2026. Only bids submitted in person to City Hall in a sealed envelope prior to the deadline will be considered.

      The City of Washougal in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

    • Scope of Work or Project Details

      The City of Washougal is soliciting bids for the 2026 Paving Improvements Project. Work generally includes roadway planning and hot mix asphalt overlay, pavement repair, subgrade stabilization, crushed surfacing, temporary traffic control, storm drainage improvements, utility structure adjustments, ADA curb ramp and sidewalk improvements, curb and gutter installation, driveway restoration, signing adjustments, erosion control, and related roadway restoration work.

      Major bid items include:

      • Traffic control
      • Pavement grinding and HMA overlay
      • Pavement repair
      • Subgrade preparation and stabilization
      • Storm sewer and catch basin improvements
      • Manhole, inlet, and valve adjustments
      • Concrete curb, gutter, sidewalk, and ADA ramp improvements
      • Sign removal and reinstallation
      • Erosion control and site restoration

      The project includes phased construction requirements, including completion of J Street improvements between August 8 and August 31, 2026. Substantial completion of the project is required by September 4, 2026.
