    The City of Rogers is requesting Statements of Qualifications from firms who are interested in performing Land Surveying Services, Engineering Services, Land Acquisitions, Appraising and Appraisal Reviews, Natural Channel Design, Wetland Design, Landscape Design, Hydraulic & Hydrology (H&H) Review and Modeling, Natural Channel Design, Federal Regulatory Permitting (associated with work around jurisdictional waters, wetlands, floodplains, and stream channels), and Material Testing for the City of Rogers associated with the Climate Pollution Reduction Grant (CPRG) awarded to the City of Rogers. Firms may submit for any portion of the advertised work. Work associated with this grant will be subject to all relevant local, state, and federal regulations, including CPRG contract provisions and those required of work with the Environmental Protection Agency.

    Engineering firms submitting for design services shall provide documentation in the Statement of Qualifications that the proposed principal in charge plus staff work primarily on federal, state or municipal engineering projects. The City will prefer firms that specialize in government contracts, or if not, that ensure clear separation between civil and private divisions. Engineering firms should provide examples of excellent design following Low Impact Development (LID) principles, the latest edition of the AASHTO Guide for the Development of Bicycle Facilities, and the City Engineering Manual. Selected firms will be expected to design sustainable infrastructure, off-street trails, and environmentally and aesthetically sensitive stormwater systems. Demonstrated expertise in LID systems in essential. Firms interested in submitting for Natural Stream Design shall demonstrate experience using natural stream design principles, bioengineering for bank stabilization, in-stream habitat enhancement, riparian zone restoration and revegetation, hydraulic modeling, aquatic organism passage, and sediment transport as well as all state and federal permitting required.

    General Land Surveying is being solicited, but also firms specializing in bathymetric surveying, or other methods for detailed in-channel topographic survey, to support the natural stream design are requested to submit qualifications.

    Firms interested in submitting for Wetland and Natural Landscape Design shall demonstrate experience in the creation or enhancement of wetland areas within and adjacent to riparian corridors or other areas well suited for wetland applications as well as demonstrating familiarity with all state and federal permitting required. Experience with the establishment of credit banks is encouraged.

    Firms interested in submitting for H&H review should demonstrate experience with the FEMA LOMR and CLOMR submittal process, capabilities of modeling in various design circumstances from urban infill and channel stabilization to full channel realignments. 2D modeling capabilities are not required, but are preferred. Selected firms may be expected to review various H&H submittals that the City receives throughout the year that need enhanced review as needed. Firms interested in submitting for Plantings should show experience and knowledge of the local vegetation types and the areas best suited for each species from wetlands, riparian systems, prairies, and other more hybridized areas.
