    Description

    The Columbia County Board of Commissioners has issued this Request for Proposal for the sole purpose of obtaining responsive proposals from qualified Vendors to provide on call disaster recovery public assistance consulting services should the need arise. There are no current projects requiring these services at this time. Services could include but are not limited to technical, administrative, and training support to assist with damage assessment, disaster recovery, project estimation, FEMA force account and small and large project document assembly, and Federal procurement requirements review, grant procurement and administration, etc. Work will include working with federal agencies, state agencies, and local governments. It is imperative that consultants examine and become familiar with the grant programs established by the Federal Emergency Management Agency (FEMA). Funding for these services will be made possible through strict conformance to the guidelines set forth by the Georgia Emergency Management Agency (GEMA) and FEMA. Respondents will comply with the Federal Aid Contract Requirements shown in the attached Exhibit A. The awarded vendor(s) should be prepared to render the same services and costs outlined in their response to this Request for Proposal (RFP) to both the incorporated and unincorporated areas of Columbia County.It is the intent of this RFP to allow the two municipalities, the Cities of Grovetown and Harlem, located within the incorporated areas of Columbia County, to independently enter into pre-event contracts with the awarded vendor for the same services at the same costs.
