2027 Water Supply Status Report

Zone 7 Water Agency (Zone 7) is seeking proposals from qualified Consultants to complete Zone 7’s 2027 Water Supply Status Report Update (WSSR Update). The key qualification for this project is expertise with development, modification, and execution of CADSWES RiverWare models. This Request for Proposals (RFP) provides background on Zone 7, describes the project goals, presents a sample scope of work and schedule, and lists the information that must be included in the proposal. Proposals must be submitted through the E-Procurement Portal at https://procurement.opengov.com/portal/zone7water, no later than 5:00 pm on Friday, July 24, 2026.

Evaluation Criteria

• Completeness of Response (15 pts) —

  General response to this RFP; adherence to submittal formatting and content requirements; understanding of Zone 7's project goals and objectives.

• Firm Qualifications (20 pts) —

  Technical experience of firm and proposed subcontractors in performing work of similar nature; experience working with public water supply agencies; record of completing work on schedule and on budget; strength and stability of the firm and proposed subcontractors.

• Team Experience and Expertise (25 pts) —

  Technical experience and qualifications of Proposer's team in performing work of similar nature; ability to work with multiple interested parties.

• Project Approach (20 pts) —

  Understanding of the project goals, requirements, and potential problem areas; project approach as demonstrated in the proposed scope of work and schedule.

• Client References (10 pts) —

  Feedback from Proposer's former or existing clients on the Proposer's performance on other similar projects.

• Cost (10 pts) —

  The value and reasonableness of the cost proposal relative to the proposed scope of work.
