    Description

    The RFP and other documents are posted on NYSED's Funding Opportunities webpage. The New York State Education Department (NYSED) is seeking proposals to establish and operate two Technical Assistance Resource Centers (TARCs) to support 21st Century Community Learning Centers (21st CCLC) subgrantees through technical assistance, professional development, monitoring, and data support to improve program quality and student outcomes. One TARC will serve New York City subgrantees and the other will serve Rest of State (ROS). Bidders may pursue both contracts but must submit separate proposals for each TARC. Currently 150 subgrantees operate at 402 sites and serve over 70,000 students in grades Pre-K through 12, 76 in NYC and 74 in ROS. These numbers will likely change, but the distribution between NYC and ROS is expected to be similar for Round 9. Eligible bidders must demonstrate organizational capacity, qualified staffing, and independence from current 21st CCLC subgrantees. Subcontracting will be limited to thirty percent (30%) of the total contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel. NYSED will award 2 contracts pursuant to this RFP. The contracts resulting from this RFP will be for a term anticipated to begin October 1, 2026, and to end September 30, 2031. Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods.
