A short-listing of Contractors will be based on the evaluation of proposals submitted and the selection criteria outlined in the solicitation documents contained herein. Short-listed Contractors will be invited to submit bids on the project. The only Contractors allowed to bid on this project will be Contractors short-listed by the selection committee. All Contractors responding to this procurement must comply with and require all of their Subcontractors to comply with the license laws as required by the State of Utah. DESCRIPTION OF WORK University Project Manager: Krin Kirijas | 804-938-5746 | krin.kirijas@utah.edu Project Description/Base Bid: The Midvalley Health Center is a five-story medical office building with a penthouse constructed in 2015. The construction services will require renovation of underutilized space and small provider offices into additional exam rooms, and infill the Level 4 Atrium floor to create a central Provider Lounge in the SE corner of Level 3. This will increase the total number of Dermatology Exam rooms by 18. The Midvalley Health Center is an occupied building with active clinical operations in both The Department of Dermatology & The Moran Eye Center. Due to active clinical operations, this project will require the work to be done in phases, to greatly reduce and mitigate impacts on the active clinical operations throughout the building. The recommended phasing has been included in the contract documents. Two phases have been proposed for this project. It is anticipated that work can take place in several areas and on multiple floors at a time during each phase. Reference the contract drawings for the proposed phasing plan. The project scope includes: Minor demolition as required Conversion of existing provider offices into (18) new exam rooms Temp removal & reinstallation of the exterior curtain wall system Infill of the multi-story atrium at Level 4, to create additional floor space Mechanical, Electrical, and Plumbing revisions/additions to support the new exam rooms, touch-down rooms, staff break room w/kitchenette, and common circulation areas. Total project will touch approximately 9,500 SF total on level 3, 4, and 5 This is not a DFCM project. Additive Alternates: Carpet, instead of salvaging existing carpet for re-use, provide & install all new carpet with expanded scope. Construction Cost Estimate: $3,764,552.00 Liquidated Damages: $ 1,000.00 / day Unique Project Risk Factors Patient Safety / Patient Care could impact schedule. The existing health center and ALL floors will remain in operation during construction. Contractors must contain all dust and debris within the jobsite and not allow any to migrate into the public spaces. Any construction activity creating loud noise or vibration must be coordinated with the facility staff in advance. Special considerations must be taken with regards to infection control risk assessment (ICRA) and Alternate Life Safety Measures (ALSM). Contractors will be required to participate in ICRA training through the University Hospital. Disruption of day-to-day patient care operation within the building must be minimized with no unplanned disruptions. Advance communication and coordination is essential and a must. Minimum requirements to bid - Project Manager and Project Superintendent with 5-years experience of working within an active hospital or clinic setting. Special consideration needs to be given where old and new finishes intersect. See finish plans. There is small, limited staging area at the project site. There will be access and minimal parking on the existing site for this project. Current Project Status 98% CD level drawings and specifications are completed and included with this solicitation for perspective GCs. Code approved CD level drawings and specifications will be shared during the step two Final Addendum deadline. Schedule A detailed project schedule is required to coordinate with ongoing operations. A preliminary schedule should be submitted with the project qualifications. A detailed schedule from the successful bidder will be reviewed and approved at least 2 weeks prior to mobilization. Design Complete – May 2026 Code Review Complete – June 2026 Bidding by shortlisted GCs: June - July 2026 Construction Start – August 2026 Complete Construction – January 2027 Services Required Complete construction services for the project.
