The City of St. Petersburg is seeking a qualified vendor to provide litter collection, trash removal, and corridor sweeping services along the 22nd Street South corridor from Central Avenue to 18th Avenue South, with particular emphasis on the areas surrounding 9th Avenue South and 22nd Avenue South. The selected vendor shall maintain the corridor in a clean, safe, and presentable condition through the routine collection and proper disposal of litter, debris, and other waste materials.
The City prefers that services be performed twice weekly, on Mondays and Thursdays; however, vendors may propose alternative service schedules provided that services are performed at least once per week. Final service days and frequencies may be negotiated with the selected vendor.
The resulting contract shall commence on July 1, 2026, and expire on October 31, 2026. The selected vendor shall provide all labor, supervision, equipment, tools, vehicles, transportation, supplies, and disposal services necessary to perform the required work in accordance with all applicable federal, state, and local laws, regulations, and ordinances. The vendor shall be responsible for the lawful disposal of all collected litter and debris.

This section evaluates the Proposer’s status as an SBE, MBE, WBE, or combination, and the firm’s demonstrated commitment to outreach, inclusion, and utilization of small and minority-owned businesses in performance of the contract. Scoring will be based on documented outreach efforts, planned mentoring and capacity-building initiatives, and processes for inclusive subcontracting.
