    Description

    INSTRUCTION FOR SUBMITTING BIDS The Town of Loomis is soliciting bids from qualified Contractors to complete the project described herein. Qualifications: This Project requires a valid California contractor’s license for the following classification(s): Class A (General Engineering Contractor) or Class C12 (Earthwork and Paving), California Contractor’s license and a Town business license at the time the contract is awarded. Project Description: The Project is located at Brace Road between the intersections with Sierra College Blvd and Stone Road. In general, the work to be performed consists of mobilization, traffic control and construction signage, water pollution control, dust prevention and control, site cleanup, cold-in-place recycling, asphalt concrete removal, asphalt concrete installation, utility cover lowering & restoring to grade, survey monument reinstallation, striping and marking removal & replacement, and all other work as shown on the Plans, called for in the Special Provisions and as directed by the Engineer. Cost Estimate and Duration: The estimated cost for the work is roughly $550,000. The project duration is 40 working day with liquidated damages in the amount of $1,500 per calendar day. The Town anticipates authorizing the award of contract at the February 10, 2026, Council Meeting. Bid Package: Plans and specifications are available free of charge. Pre-Bid Meeting: A pre-bid meeting has not been scheduled, nor is one anticipated for this project. These wages are set forth in the General Prevailing Wage Rates for this project available from the California Department of Industrial Relations’ Internet web site at http://www.dir.ca.gov. The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are set forth in the books issued for bidding purposes entitled "Proposal and Contract.” Addenda to modify the Federal minimum wage rates, if necessary, will be issued to holders of "Proposal and Contract" books. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. Attention is directed to the Federal minimum wage rate requirements in the books entitled "Proposal and Contract." If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and subcontractors shall pay not less than the higher wage rate. The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification. Reply Format: All forms in the “Bid Proposal” Section shall be completed and returned to the Town Clerk at the Loomis Town Hall, 3665 Taylor Road, Loomis, California, by the bid’s due date. Bids are required for the entire work described herein. Bids Due: Bids are due on February 3rd , 2026 (Tuesday) at 10:00 AM Bidder’s Security: Bids must be accompanied by a proposal guarantee amounting to ten percent (10%) of the total bid as described in the specifications. Said guarantee shall be forfeited to the Town in case the bidder depositing the same does not, within seven calendar days after written notice that the contract has been awarded to him (1) enter into a contract with the Town and (2) furnish Performance and Payment Bonds and the required Insurance, as described in the specifications. Bid Award: The bid will be awarded to the lowest responsive and responsible bidder at the discretion of the Town Council. The Town reserves the right to reject any and all bids, or to waive any errors, discrepancies or irregularities. Firm Prices: All bid prices will be held firm for a minimum of sixty (60) calendar days after the due date for submitting bids. No DBE utilization goal for this project. Forms 15-G and 15-H, DBE requirements are not required for this project. THIS PROJECT IS SUBJECT TO THE "BUY AMERICA" PROVISIONS OF THE SURFACE TRANSPORTATION ASSISTANCE ACT OF 1982 AS AMENDED BY THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991.
