NOTICE TO BIDDERS The City of Elgin hereby invites bidders for the following: RFP 25-061 “Non-Congregate Homeless Shelter Owner-Operator”. The City of Elgin is seeking an experienced, mission-aligned organization to assume ownership and operation of a 96-room hotel as a low-barrier, non-congregate homeless shelter with wraparound services and 24/7 staffing. The selected provider must manage the facility and present a sustainable five-year operational plan and budget. This request for Proposal (RFP) represents a publicly advertised and competitively awarded solicitation by the City of Elgin. The City of Elgin reserves the right to reject any or all RFPs, or any part thereof, or to accept any RFP or any part thereof, or to waive informalities in any RFP, if deemed to be in the best interest of the city. All proposals must be entered into the City of Elgin’s web portal at https://cityofelgin.ionwave.net/VendorRegistration/PreliminaryInfo.aspx. Proposals are due on February 18, 2026 at 3:00 pm. Questions regarding the scope of services or submission requirements must be submitted in writing to Nickon Etminan via e-mail to nickon.etminan@elginil.gov.
