The Philadelphia Regional Port Authority (“PhilaPort”) is issuing this Invitation For Bids (“IFB”) to meet the needs of PhilaPort to satisfy a need for Tioga Rail Infrastructure Repair Project. If PhilaPort enters into a contract as a result of this IFB, it will be a contract containing the Construction Contract Terms and Conditions as shown in Part V, and the Special Rail Transportation Assistance Program Grant Terms and Conditions in Part VI of this IFB.
