    Description

    The purpose of this solicitation is to establish a contract with qualified contractors for comprehensive hazardous, universal, medical/biohazardous, and other regulated waste management services at Frederick County Public Schools. Services shall include the identification, collection, packaging, transportation, recycling, treatment, and disposal of regulated waste materials generated at District facilities, including but not limited to schools, administrative offices, maintenance shops, warehouses, laboratories, health rooms, and other instructional or operational sites.

     

    The Contractor shall provide all labor, supervision, equipment, materials, permits, manifests, documentation, and transportation necessary to ensure full compliance with all applicable federal, state, and local regulations.

      Each bid shall be accompanied by a certified cashier’s check, or bid bond, in the amount of NO VALUE of the total bid price, payable to Frederick County Public Schools, as a guarantee that the bidder, if its bid is accepted, will promptly execute the Agreement. The bidder shall guarantee the total bid price for a period of 60 days from the date of the bid opening.

    A: We have an average of 30 bio boxes disposed of each summer.


    Q (Waste line questions:): Can a list of expected drummed wastes be provided? o Would this material be liquid or solid? o flammable, corrosive, toxic, or reactive liquids/solids? o Or non-hazardous oils or coolants, etc..?

    A: The following is a breakdown of materials typically collected during summer and winter waste pickups. Hazardous material lists are provided by schools prior to collection, but the inventory generally includes: 1. Hazardous Materials These items vary in hazard class, requiring professional sorting and packaging by the contractor. Physical State: Solids and Liquids. Hazard Classes: Flammable, Corrosive, Toxic, and Reactive. Common Items: Science Lab Waste: Expired chemicals and miscellaneous reagents stored in glass or plastic containers. Heavy Metals: Dried residue in beakers or containers. Specialty Items: Projector lamp bulbs (mercury containing), lithium batteries, and sharps containers (properly boxed). Biological Waste: Animal dissection (stored in garbage bags or plastic pails). 2. Non-Hazardous Liquids These materials are typically handled via pump out services rather than individual drumming. Waste Oil: Approximately 150 gallons to be pumped yearly from tank at the Career and Tech Center. Waste Antifreeze: Approximately 50 gallons to be pumped yearly from tank at the Career and Tech Center. General Maintenance: Periodic pumping of tanks containing non hazardous liquids and sludges.

    Q (Request for list of expected labpack wastes): Can a list of expected labpack wastes be provided?

    A: For both summer and winter seasonal pickups, schools provide a hazardous materials inventory in advance. The contractor is responsible for the final sorting, categorization, and packaging of these materials into labpacks for transport and disposal. The waste inventory typically includes, but is not limited to, the following categories: 1. Hazardous & Chemical Waste Expired Chemicals: Various laboratory reagents in glass or plastic containers. Heavy Metals: Residual waste and dried materials in beakers or containers. Reactive & Universal Waste: Lithium batteries (bagged) and projector lamp bulbs (boxed). 2. Biological & Medical Waste Dissection Waste: Animal specimens and related waste stored in plastic pails or heavy duty garbage bags. Sharps: Regulated medical waste containers, consolidated into boxes. 3. Physical States & Hazards The materials include a mix of solids and liquids that exhibit a range of hazardous characteristics, including: Flammable Corrosive Toxic Reactive


    Q (No subject): Are labpack aerosols possible?

    A: This is not common, but possible.


    Q (Clarification on Mercury for Disposal (Type and Form)): Could mercury be offered for disposal?  If so, Will the mercury be elemental mercury, mercury in manufactured articles/spill debris or mercury compounds?

    A: The mercury I have come across in the past is contained in lamp bulbs.


    Q (clarification on Universal Waste – Lamps (fluorescent)): Universal Waste – Lamps (fluorescent) o Will these all be a standard-length tube bulb or a mixture of bulb types, circular, u-shaped or compact fluorescent bulbs? o This is needed as the pricing is to be “per unit.” Is per unit meant to be per bulb?

    A: The fluorescent lamps I have come across at the schools are 4 foot tube bulbs.


    Q (Clarification on Universal Waste – Batteries.): Universal Waste – Batteries. o Is this for a specific battery chemistry or multiple (lead acid, NiCad, NiMH, Alkaline, Lithium)?

    A: The batteries typically disposed of are lithium.


    Q (Clarification on Universal Waste – Batteries.): If lithium batteries will be included can those be priced separately due to their special handling requirements?

    A: This can be priced out seprately under other services. Just note what service it is.


    Q (Clarification on Presence of Sharps in Regulated Medical Waste): Are sharps expected to be present in the “regulated medical waste” like needles and used Epi-Pens?

    A: Yes.


    Q (Clarification on Replacement Drums and Pricing for Waste Disposal): Will the county need replacement drums for the drummed wastes offered for disposal? o If so, will the replacement drum cost need to be included in the disposal price? If so, please let us know the drum material type(s) and sizes.

    A: It is not expected to need any replacement drums at this time.


    Q (Clarification on Lab Pack Containers and Packaging Cost Inclusion): Will containers need to be provided by the awarded vendor to package lab pack waste items? o If so, does out drum and packaging material need to be included in the lab pack disposal cost?
