The New Mexico Environment Department (NMED) Climate Change Bureau seeks applications from non-profit organizations to serve as New Mexico's Clean Transportation Fuel Program (CTFP) Backstop Aggregator (“BSA” or “Contractor”) .The BSA serves as the strategic engine for CTFP's growth by transforming unclaimed market value into active investment. While the BSA's immediate role is to capture credits that would otherwise go un-generated—such as when a utility chooses not to participate—its ultimate purpose is to reinvest that revenue back into New Mexico.By funding transportation decarbonization initiatives (statewide education, fleet conversions, and local pilot programs, for example) the BSA creates a positive feedback loop: these targeted investments lower market barriers and demonstrate the viability of clean energy, which in turn spurs further private and public sector investment in clean fuel infrastructure and vehicle adoption across the state.The BSA’s goals shall be to: 1. Comply with the statute (74-1-18 NMSA 1978) and rule (20.2.92 NMAC), especially Section 404 of the rule; 2. Serve as the credit generator for those not generated by a designated first fuel reporting entity per Subsection C of 20.2.92.401 NMAC, Subsection C of 20.2.92.402 NMAC or Subsection K of 20.2.92.403 NMAC; and 3. Maximize credit availability in the CTFP for all registered parties.
