    Description

    The City of Palo Alto Utilities (CPAU) department has identified approximately 20% of sewer main pipelines for cleaning, CCTV inspection and condition assessment service. The location of pipe segments are shown on provided project map showcasing a 3 year CCTV Sewer main inspection project.

    • Approximately 230,000 LF/44 miles of sewer mains need to be inspected over the period of 3 years (approximately 15 miles each year).
    • The sewer mains to be inspected are non-plastic lines, with diameter range from 6-inch to 18-inch.
    • The CCTV inspection needs to be conducted during the summer months (April through November, total of approximately 105 working days) each year.

    Background

    The City will use this 3yr CCTV inspection data to prioritize future sanitary sewer main replacement CIP projects. Our current outdated CCTV inspection footage did not include any NASSCO Pipeline Assessment Certification Program (PACP) inspection ratings. The City would like to establish a benchmark to compare with future inspections of the same pipeline segments. By doing so, the City can incorporate an asset management program to determine likelihood of pipeline failures and when combined with the consequences of failure, develop a risk-based plan to priortize imporvements.

    Q (Alternative Technology): Is the City willing to accept proposals for alternative technologies that don't utilize CCTV? We offer a condition assessment technology that uses a tethered probe to locate, measure, and estimate defects in pipes using a low-voltage current. The data collected by the probes feeds back to our scanning trucks, where it is processed, and automatically uploaded to a cloud-based server for easy viewing and analysis.     A: Great question. The City of Palo Alto is always looking into cutting edge technology and efficient contruction methods. However, at this time, this project proposal will concentrate on the traditional CCTV inspection method. In the very near future, the City will approach new tech for our CCTV inspection program.
