The Pasadena Unified School District (“District”) issues this Request for Qualifications and Proposals (“RFQ/P") to invite the submission of Responses, from qualified design-build entities (“DBEs” or Firm(s)”) to perform design-build services as authorized by Education Code section 17250.60, et seq., for the design-build services required for the construction of the San Rafael Elementary School Campus Rebuild Project (“Project”). All prospective design-build entities that seek to contract with the District to perform the Project must respond to this RFQ/P. The Project construction cost is estimated to be $96 Million.

Community Workforce Agreement. All prospective design-build entities will be required to comply with all the requirements in the Community Workforce Agreement (“CWA”) between the District and the Los Angeles/Orange Counties Building and Construction Trades Council. Design-build entities shall ensure that it and its Subcontractors comply with all of the provisions of the CWA.

A MANDATORY PRE-RESPONSE MEETING AND JOB WALK for all Design-Build Entities will be held in-person on July 6, 2026 starting at 10 AM, located at San Rafael Elementary School 1090 Nithsdale Rd., Pasadena, CA 91105. Failure to attend or tardiness will render the Contractor ineligible to submit a Response.

NOTE: Firms should arrive at the San Rafael ES school campus at least 5 minutes before the scheduled commencement of the mandatory pre-response meeting and job walk. Please note that parking is limited to street parking only. Firms are to meet at the front of the school and will be escorted to the meeting room location which will be held in the Multi-Purpose Room.
