The Request for Proposal is for a 340B consultant to conduct a comprehensive initial analysis of our Federally Qualified Health Center (FQHC) 340B program to ensure full compliance with all program requirements. The consultant will be responsible for developing and maintaining our 340B database, performing monthly internal compliance reviews, and reviewing contracts, policies, procedures, and Office of Pharmacy Affairs Information System (OPAIS) listings for accuracy and compliance.
The consultant will also support Eligibility and Submission Portal (ESP) uploads and designations and will serve as the primary liaison for all 340B-related matters. In addition, the consultant will provide ongoing program management, compliance oversight, and operational support for our mixed‑use pharmacy model, which includes both contract pharmacy arrangements and a newly established in‑house pharmacy.

Proven track record managing 340B compliance and maximizing program savings specifically for Federally Qualified Health Centers.
Demonstrated ability to support start-up pharmacy initiatives, guide remote dispensing kiosk workflows, and manage "virtual" vs. "physical" inventory without commingling.
Expertise in conducting monthly random self-audits (min. 100/month), providing in-person HRSA audit support, and verifying correct Sliding Fee Scale (SFS) application.
Experience optimizing TPA relationships, validating conversion logic, and maintaining accurate 1:1 NDC/Provider Crosswalk mapping between the EHR and PMS.
Ability to manage manufacturer pricing restrictions, facilitate transitions to rebate models (HRSA Pilot/MFP), and resolve WAC-over-buy discrepancies.
Proven understanding of Arizona-specific statutes, including "Carve-In" identifiers, exclusion files, and prevention of duplicate discounts.
Proficiency in 340B ESP platform submissions, rebate clearinghouse enrollment (e.g., Beacon), Medicare Part D reconciliation, and UDS reporting preparation.

Offeror acknowledges that County is subject to Arizona Public Records Law found in A.R.S. §§ 39-121 et seq. and any exemptions thereto. Upon receipt of a public records request or other request to release certain information identified by Offeror as Confidential, County shall make an internal determination as to whether Offeror’s request for confidentiality is supported by Arizona law. If County determines that certain requested information is not confidential under Arizona Public Records Law, County shall advise Offeror of receipt of the request for the information and allow Offeror ten (10) business days to file for and obtain a protective order from a court prohibiting disclosure of the information. If Offeror fails to request or obtain a protective order in the time indicated, the information shall be disclosed.
Requests to protect pricing information or the entire Offer from disclosure will be denied.
