University Medical Center of El Paso seeks a qualified consulting firm to assist with the assessment, planning, and startup development of a hospital-based Critical Care / ECMO Transport program. The intent of this RFQ is to identify an experienced consulting partner that can help UMC better understand the operational, regulatory, staffing, financial, clinical, and logistical requirements necessary to safely and effectively develop this service line.The selected consultant should have demonstrated experience with hospital-based transport programs, critical care interfacility transport, and private or out-of-hospital EMS/ambulance operations. UMC is seeking guidance on how to structure a phased transport program that may begin with ECMO transport and outside hospital cannulation support, then expand to selected non-ECMO critical care transports, and potentially develop into a broader hospital-based critical care/EMS transport service.The consultant will be expected to evaluate UMC’s current ECMO program, planned ambulance acquisition, regional transport needs, staffing resources, potential service models, and operational readiness. The consultant should provide recommendations that address regulatory and licensing requirements, medical direction, risk and insurance considerations, documentation and compliance needs, staffing models, crew configurations, training requirements, policies, workflows, equipment needs, quality metrics, revenue cycle considerations, and implementation milestones.The overall objective is to provide UMC leadership with a clear, practical, and phased roadmap for developing a safe, compliant, sustainable, and high-quality Critical Care / ECMO Transport program that supports the needs of UMC, referring facilities, and the surrounding region.
