    Description

    Virginia Beach City Public Schools (“VBCPS” or the “Owner”) invites qualified firms to submit a Statement of Qualifications (“SOQ”) for Progressive Design-Build services for the project described herein (“Project”). This RFQ is issued to identify firms with the experience, qualifications, and capacity to successfully deliver the Project.

    Submission of an SOQ constitutes the Offeror’s acknowledgment that it has reviewed and agrees to be bound by the terms and conditions of this RFQ, including all attachments and addenda.

    The Project will be procured using a two-step competitive negotiation process for Progressive Design-Build services in accordance with Virginia Code § 2.2-4382, School Board Policy 3-40 and Regulation 3-40.1, and applicable provisions of the Virginia Public Procurement Act (“VPPA”). Step One consists of this RFQ, through which the Owner will evaluate Statements of Qualifications (“SOQs”) to determine the Offerors that are best suited to advance to Step Two of the Procurement. Offerors selected to advance will be shortlisted and invited to participate in Step Two, during which a Request for Proposals (“RFP”) will be issued for the Project.

    For this Project, the selected Design-Build Team will collaborate with school administrators, program coordinators, and stakeholders. The goal is to ensure the facility meets educational and operational needs. Successful delivery will require coordination with governing authorities, compliance with applicable public construction standards, and alignment with the Owner’s strategic and financial objectives and expectations.
