The email should reference the project number and the project name. No phone calls will be accepted. Questions will be answered via an addendum issued for the bid. Typically, questions are held and answered via an addendum posted approximately one week before the bid due date. The department may choose to issue multiple addendums and answer questions more frequently .. A pre-bid meeting will not be held. 1.2 Classification: Most bid documents will be available for review and download on Bid Express at www.bidexpress.com after the IFB is published. Some bid documents, such as plans and technical specifications, will not be posted on Bid Express as this is considered a secure infrastructure project. Instructions on how to obtain these documents are stated in Bid Express. Firms must meet the mandatory requirements stated in the IFB for a bid to be considered for contract award.
