A short-listing of Contractors will be based on the evaluation of proposals submitted and the selection criteria outlined in the solicitation documents contained herein. Short-listed Contractors will be invited to submit bids on the project. The only Contractors allowed to bid on this project will be Contractors short-listed by the selection committee. All Contractors responding to this procurement must comply with and require all of their Subcontractors to comply with the license laws as required by the State of Utah. DESCRIPTION OF WORK University Project Manager: Kristine Moore | 801-581-2986 | Kristine.moore@utah.edu Project Description/Base Bid: The project entails a multi-phased interior renovation encompassing approximately 19,300 square feet within the existing HCI North Laboratory and Breakroom Level 4 areas. The scope of work includes the renovation of laboratory spaces, support rooms, hallways, and stairwells, as well as the breakroom. Construction activities shall be carefully sequenced and coordinated to minimize disruption to ongoing operations within the facility and to maintain safety and functionality throughout all phases of the project. NOTES/ADDITIONAL INFO: Please see below selection criteria: Minimum Project Experience in Laboratory Renovation: The Contractor shall have served as the General Contractor on at least three (3) completed laboratory renovation or comparable healthcare research facility renovation projects within the past five (5) years. Each project must demonstrate experience with specialized laboratory equipment, utilities, and phased construction within occupied or operational facilities. The Contractor shall also demonstrate effective management of subcontractors and vendors, with each qualifying project having a minimum construction value of $1,500,000. Project Scale and Scope: The Contractor shall have prior experience performing laboratory renovation projects of comparable size and complexity, with a minimum project area of 7,500 square feet. Project experience should include the demolition, replacement, and installation of laboratory casework, furniture, fixtures, sinks, countertops, flooring, lighting systems, and specialized systems such as medical gas, plumbing, and electrical infrastructure upgrades. Experience with Phased Construction in Active Facilities: The Contractor shall provide evidence of successful completion of projects involving phased construction within occupied or partially occupied facilities. Experience must include maintaining ongoing research or laboratory operations while minimizing disruption, maintaining safety standards, and coordinating work within active laboratory environments. Qualified Team with Specialized Skills: The Contractor shall assign a dedicated project team with proven experience in laboratory and/or healthcare facility construction. The assigned Project Manager and Superintendent shall each have a minimum of five (5) years of relevant experience managing similar projects. Daily, full-time onsite supervision shall be maintained for the duration of the project by personnel at the foreman level or higher. Compliance with Industry Standards and Safety Protocols: The contractor must demonstrate adherence to relevant safety protocols, including ICRA 2.0 guidelines, OSHA standards, and provide examples of safety plans implemented on past projects with similar complexity. If the team is short-listed through this Multi-Step Bidding Process, the University will only enter into contracts with the lead Contractor.
