    Description

    The NYC Department of Consumer and Worker Protection (DCWP) is releasing a concept paper to obtain feedback that will assist with the development of an upcoming request for proposals (RFP)  to operate City Tax Levy funded Youth Financial Empowerment Programs. Through this RFP, DCWP aims to fund a dynamic and innovative program model for the Youth Financial Empowerment Initiative (Initiative) that will develop financially healthy adults by connecting teenagers, young adults, and their parents and caregivers to resources to build their knowledge of money management and consumer protection issues and their confidence in having personal finance conversations, navigating financial decisions and avoiding predatory scams.All feedback or questions to the concept paper must be submitted via the City’s digital procurement system through the discussion forum, PASSPort (https://www1.nyc.gov/site/mocs/systems/about-go-to-passport.page),   responding to the Questions Tab, and/or uploading questions in the Document Submission Tab. If you do not already have a PASSPort account, select the tab “Click to Create a PASSPort Account” on that page. All comments and feedback regarding this Concept Paper are due no later than 2:00 pm on January 12th, 2026. Comments may be submitted via PASSPort by responding in the Discussion Forum Tab, responding to the Questions Tab, and/or uploading questions in the Document Submission Tab.DCWP welcomes your feedback and suggestions and looks forward to public comments.To respond to this forthcoming RFP and all other Human/Client Services RFPs, organizations must have an account and an approved HHS Prequalification application in PASSPort. Proposals and Prequalification applications will ONLY be accepted through PASSPort.
