I. Project Overview

The Village of Schaumburg is seeking proposals from multidisciplinary teams to design the next portion (Stage 3) of the 90 North (90N) Park and overall cost analysis of the remaining stages of park construction. The overall design concept for the park was approved by the village in 2019. Stage 1 of the park was completed in 2024. Stage 2 of park construction will be completed in summer 2026. Design concepts for Stage 3 construction have been completed and were used to successfully obtain a $600,000 OSLAD Grant from the State of Illinois.
This request for proposals will cover those areas included in the approved concept plan for the south/central areas of the park. Design features will include walkways, adult games areas, site furnishings, tree plantings, irrigation, concessions stand, bathrooms, and a small stage area. The design team will need to forward the existing concept plans for these areas of the park through design development culminating in construction bid documents and specifications. The design team will need to have working knowledge of OSLAD Grant guidelines and reporting requirements.
II. Project Objectives
Objectives of the 90N Park – Stage 3 Design include:
Village staff anticipate working with the selected multidisciplinary design team closely throughout the project. Following award of the contract, the project team should review all key materials/information and be prepared with questions to move the project forward at first key village meeting. All needed information should be collected, disseminated and analyzed before moving on to the design development phase. Staff will provide feedback on all preliminary design work before design team moves on to final design preparation. The final design will be presented to elected officials at a public meeting. Any additional feedback will be incorporated into a final construction documents for bidding and construction.
III. Scope of Services
All qualified submissions for the 90N Park – Stage 3 Design request for proposals shall include at a minimum the following items and deliverables as listed below.

IV. Submission of RFP
All submissions shall include a statement of project understanding along with any unique firm qualifications specific to this project. Provide a listing of key personnel that will be involved in the project, as well as related experience. List applicable OSLAD Grant projects completed and knowledge of reporting requirements. Also provide a total cost proposal, with hourly breakdown of key personnel, in separate submittal.
