    It is the intent of these specifications, terms, and conditions to describe comprehensive, culturally responsive, trauma-informed, evidence-based clinical needs assessments and case planning services for youth ages 8 to 17 referred to the My FUTURE Center as requested by the Alameda County Probation Department (ACPD). The selected provider will deliver timely, individualized interventions that address multi-domain youth and family needs, promote positive developmental outcomes, reduce justice system involvement, and support community reintegration.

    Together, these principles reflect a youth-centered, trauma-informed, and culturally responsive approach that builds on each young person’s strengths, elevates youth and family voice, and connects participants to meaningful supports that promote healing, growth, and opportunity.

    Services will be delivered in close collaboration with youth and families, juvenile justice stakeholders, schools, community-based organizations (CBOs), mentors, restorative justice programs, and other service partners. Alameda County seeks a Contractor to support a sustainable, family-centered, and trauma-informed youth development model consistent with County policies and best practices.

    The County intends to award a three (3)-year contract, with the option to renew for two (2) additional years, to the Bidder selected as the most responsive and responsible Bidder whose response conforms to the RFP and meets the County’s requirements.  

    A Bidder may be a single vendor that provides services, or a group of vendors working collaboratively to provide services. Collaborating vendors must name a single, lead prime Bidder that will submit on behalf of the collaborating vendors. The prime Bidder/Contractor must coordinate all fiscal and administrative duties as needed to provide services under the contract resulting from this RFP. If awarded, it is the prime Bidder that will enter into a contract with the County.

    Background

    The My FUTURE Center will operate as a multidisciplinary hub within the Alameda County Juvenile Justice Center (JJC), located in the San Leandro facility’s 2nd-floor receiving area adjacent to the Transition Center. The My FUTURE Center will provide timely assessments, case planning, and linkage services for at-promise youth ages 8-17 who are experiencing risk factors such as delinquency, family instability, behavioral or physical health concerns, trauma exposure, and socio-economic challenges—specifically youth referred for repeat low-level offenses

    The target population includes youth referred for repeat low-level offenses or eligible diversion-related responses, including but not limited to youth referred through a police alternative-to-citation process. Youth referred for serious offenses are excluded unless otherwise authorized by ACPD.

    The My FUTURE Center will emphasize a strengths-based, family-centered approach with active multidisciplinary involvement from ACPD and Alameda County Office of Education (ACOE).

    Key features include:

    1. On-site clinicians and support staff;
    2. A welcoming youth and family lounge that may include television, games, food, creative activities, and other engagement supports, all of which must be provided by Contractor;
    3. Medi-Cal claiming for eligible services, where allowable and in compliance with applicable requirements; and
    4. Warm handoffs to community youth service providers, including providers who offer therapy, diversion, restorative justice services, life skills support, community resources, health care resources, child welfare supports, advocacy programs, and other appropriate services.

    The My FUTURE Center will support ACPD and Alameda County's commitment to sustainable, trauma-informed youth development.

    • Completeness of Response (1 pts)

      Responses to this solicitation must be complete.  Responses must address all the requirements identified within this solicitation and all related documents, including any Addenda. Failure to meet the Bidder Minimum Qualifications may also be considered an incomplete response and may result in the disqualification of the Bidder.

    • Organizational Capacity (100 pts)

      Proposals will be evaluated considering the RFP specifications and the questions below:

      1. How well does the Bidder demonstrate experience conducting comprehensive clinical needs assessments and case planning for justice-involved and at-promise youth, and youth experiencing behavioral health, family, educational, or socio-economic challenges?
      2. How well are Bidder’s key personnel fully licensed, trained in trauma-informed care, and capable of staffing required service hours?
      3. How well is the Bidder prepared to staff the My FUTURE Center onsite at the Juvenile Justice Center Monday through Friday, 8 am – 10 pm, excluding County holidays?

      How well does the Bidder demonstrate capacity for multi-stakeholder coordination as outlined in the RFP, including coordination with ACPD, ACOE, families, community-based organizations, and other service partners?

    • Description of Proposed Services (100 pts)

       

      Proposals will be evaluated considering the RFP specifications and the questions below:

      1. How clearly and effectively does the Bidder describe a trauma-informed, culturally responsive, and evidence-based approach to clinical assessments and case planning services?
      2. How well does the Bidder demonstrate that their methodology is youth-centered, trauma-informed, culturally responsive, and evidence-based?
      3. How well does the Bidder describe processes for conducting timely intake, assessments, crisis screenings, and individualized case planning consistent with RFP requirements?
      4. How effectively does the Bidder describe strategies for reducing further justice system involvement and supporting positive youth development, stabilization, and well-being?
      5. How well does the Bidder describe strategies for creating a welcoming, youth-friendly, and healing-centered environment for youth and families?

      How well does the Bidder’s proposed methodology logically address the RFP objectives and align with County scheduling expectations?

    • Implementation Plan and Schedule (75 pts)

      Evaluation will include the likelihood that Bidder’s implementation plan and schedule will meet the County’s schedule and is reasonable. Identification and planning for mitigation of risks that Bidder believes may adversely affect any portion of the County’s schedule may be considered.

      1. How clear, feasible, and comprehensive is the Bidder’s implementation plan for beginning services within thirty (30) days of contract start?
      2. How effectively does the Bidder’s implementation plan address staffing, training, credentialing, operational readiness, and Medi-Cal billing readiness, and established claiming capacity?
      3. How well does the Bidder’s proposal describe timelines and processes for completing assessments, case plans, Child and Family Team meetings, and follow-up activities?
      4. How comprehensive are the Bidder’s proposed systems for data collection, reporting, confidentiality, quality assurance, and compliance monitoring?

      How effectively does the Bidder identify and address potential implementation risks, staffing challenges, and barriers to uninterrupted service delivery?

    • Collaboration and Community Partnership (50 pts)

      Proposals will be evaluated, including considering the RFP specifications and the questions below:

      1. How well does the Bidder demonstrate experience collaborating with juvenile justice agencies, schools, behavioral health providers, community-based organizations, and restorative justice partners?
      2. How effective is the Bidder’s proposed approach to building and maintaining collaborative partnerships that support coordinated care and positive youth outcomes?
      3. How clearly does the Bidder describe processes for coordinating referrals, warm handoffs, and communication with ACPD, ACOE, and community partners?

      How strong is the Bidder’s approach to developing referral networks, formal partnerships, and collaborative agreements to support youth and family needs?

      Proposals will be evaluated considering the RFP specifications and the questions below:

          1. How effectively does the Bidder demonstrate an approach to engaging families as active participants in assessment, case planning, and service delivery?
          2. How well does the Bidder demonstrate the ability to provide culturally responsive, trauma-informed, and linguistically appropriate support to youth and families?
          3. How well does the Bidder define practical strategies to overcome barriers to participation in Child and Family Team meetings?
