The Alameda County General Services Agency – Building Maintenance Department (GSA-BMD) is tasked with the essential responsibility of overseeing the maintenance, repair, and operational upkeep of a vast array of facilities. With a remarkable portfolio that includes over 182 buildings—ranging from administrative offices and courthouses to youth centers, veterans memorial halls, parking structures, and detention facilities, the department services a collective area of approximately 8.1 million square feet. This extensive coverage reflects GSA-BMD’s dedication to ensuring that each facility remains not only functional but also conducive to the needs of the community, providing a safe and welcoming environment for employees, residents, and visitors alike. The County is seeking a Contractor to perform routine maintenance, testing, inspection, and as-needed repair services for the Foam Fire Suppression System facility located at 2100 E. 7th St. in Oakland. Contractor must service the equipment to keep it functioning as per its intended purpose in a safe and continually usable condition.
Responses to this RFP must be complete. Responses must address all the requirements identified within this RFP and all related documents, including any Addenda. Failure to meet the Bidder Minimum Qualifications may also be considered an incomplete response and may result in the disqualification of the Bidder.
Bidders, its principal, and named subcontractors are not identified on the list of Federally debarred, suspended, or other excluded parties located at www.sam.gov/SAM.
Site Visit of Location is MANDATORY for potential Bidders. Proposals received from Bidders who do not attend the Mandatory Site Visit will be disqualified.
The points for Cost will be computed by dividing the amount of the lowest responsive and responsible bid received by each Bidder’s total proposed cost.

Proposals will be evaluated considering the RFP specifications and the questions below:
1. To what extent does the Bidder demonstrate a clear, comprehensive, and feasible approach to performing routine maintenance, inspection, testing, and repair services for foam fire suppression systemsHow well does the Bidder outline a schedule and methodology for annual inspections, foam testing and reporting that minimizes disruption and ensures coordination with County operations?
2. How effective and well-defined is the Bidder’s process for identifying deficiencies, communicating with the County, obtaining approvals, and completing corrective actions?
3. How capable is the Bidder of providing timely emergency and on-call services, including meeting the required three (3)-hour response time and accommodating after-hours work?
4. How well does the Bidder address environmental compliance, including containment, haul-away, and proper disposal of foam agents and wastewater?
Relevant Experience:
Proposals will be evaluated, including considering the RFP specifications and the questions below:
1. To what extent does the Bidder demonstrate relevant experience with maintenance, inspection, and repair of commercial or industrial foam fire suppression systems of similar size and complexity?
2. How well does the Bidder demonstrate experience complying with NFPA 25 and other applicable codes and standards?
3. How effectively has the Bidder demonstrated experience working in occupied facilities while minimizing operational disruptions?
4. How strong is the Bidder’s demonstrated experience in responding to emergency service calls and meeting rapid response requirements?
5. How well do the Bidder’s qualifications, including a valid California C-16 license and the experience of key personnel, support their ability to successfully perform the required services?

Proposals will be evaluated considering the RFP specifications and the questions below:
1. To what extent does the bidder demonstrate a clear understanding of the County’s need to maintain the Foam Fire Suppression System in a safe, reliable, and continuously operational condition through routine inspections, testing, maintenance, and as-needed repair services?
2. To what extent does the bidder demonstrate an understanding of the applicable regulatory, code compliance, and industry requirements governing foam fire suppression systems, including NFPA 25, manufacturer specifications, and federal, state, and local fire and safety codes?
3. To what extent does the bidder demonstrate an understanding of the operational requirements and risks associated with servicing a foam fire suppression system at an active Household Hazardous Waste collection facility, including safety, environmental protection, and continuity of operations?
4. To what extent does the bidder demonstrate an understanding of the County’s service expectations, including scheduled inspections, annual foam sample testing, deficiency reporting, emergency response requirements, and documentation and reporting obligations?
5. To what extent does the bidder demonstrate an understanding of the environmental requirements associated with foam suppression system testing and maintenance, including containment, haul-away, disposal of released agents or solutions, and prevention of discharge into storm drains or sanitary sewer systems?
Points equaling 5% of the Bidder’s total score for the above Evaluation Criteria will be added. This will be the Bidder’s final score for purposes of award evaluation.
