The County of San Mateo is seeking quotations from qualified contractors/vendors to provide abandoned shopping cart retrieval services within the unincorporated areas of the County. Services include:
Task 1: Service Request Response
The contractor shall retrieve abandoned shopping carts reported through the County’s reporting platform or other County communication methods within three (3) business days of notification.
Contractor will collect abandoned shopping carts and return them to the retailer. If a retailer has an existing reimbursement or cart retrieval program in place, the contractor shall first seek reimbursement directly from the retailer and shall not invoice the County for those retrieval services.
If the cart is unmarked or unidentifiable, contractor is responsible for proper disposal or recycling of cart. Contractor shall have ability to remove and properly of any clearly discarded materials or trash contained in the carts.
Task 2: Weekly Monitoring of Hotspots and Patrol of Roadways
In addition to responding to reported carts, the contractor shall proactively identify and retrieve abandoned shopping carts through routine patrol of County-identified hotspot areas once per week. Patrol activities will primarily occur in North Fair Oaks, with additional service in other unincorporated areas as needed and as directed by the County.
Task 3: Data Tracking and Reporting
The contractor shall maintain accurate records of retrieval activities to support County monitoring, performance evaluation, and program planning.

Cost, conformity to specifications of goods, and product availability will be considered. After an evaluation of all quotations, a County purchase order is expected to be issued in association with the lowest, responsive bid received from a qualified, responsible, and manufacturer/publisher authorized vendor.
