This is a Restrictive Bid NOTICE: To bid on this project, you must receive an e-mail directly from the City of Richland Purchasing DIVISION. If you only received notice from Public Purchase you are not neccesarily eligible to bid. Contact Purchasing at 509-942-7710 if you have questions regarding your eligibilty. An invitation to Bid was issued in accordance with RCW 35.22.620, which permits the use of a Small Works Roster to solicit bids. Only qualified contractors who have (1) filled out an application to be on the MRSC Small Works Roster in the catergory of Civil> Demolition and Deconstruction> General and have been accepted at the time of bid release, and (2) been invited to bid on this project directly by the City of Richland Purchasing DIVISION, may submit bids. The project consists of, but is not limited to, furnishing all materials not specifically identified as owner-furnished, labor, tools and equipment necessary to perform the work required. This project includes the property abatement of public nuisance conditions at 2100 Pullen St. The project shall be awarded to a General Contractor and will be responsible for completion of the tasks. The work includes property abatement, removal and disposal of equipment and other nuisance conditions located at 2100 Pullen St. to comply with Richland Municipal Code (RMC) 10.04; RMC 10.06, and RMC 11.33. Engineer's estimate: Contract is expected to be for a Not to Exceed amount of $200,000.00 The City of Richland in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 200d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. Small, Minority and Women-owned firms are encouraged to submit bid. --- QUESTIONS AND ANSWERS --- Q: Can you please confirm if the Bid Item A-9 (Disposal per Ton) will be paid out based on the estimated tonnage or the actual tonnage verified via scale receipts as this would drastically impact how we bid this line item? A: Payments for items A-9 and A-10 will be based on actual tonnage verified as listed in the document, at the rate quoted by the awarded contractor. The initial contract not to exceed amount may be more or less than the estimate we have listed based upon the lowest responsive bid received. Q: WAC 296-62-07721 requires building owners to identify suspect materials before work begins to protect workers from specific hazards such as asbestos and lead. Has there been a hazardous material survey conducted on the property and the contents? If not, will one be required, or do we just perform the work as if all wastes consist of asbestos containing materials and dump them as asbestos containing waste at the Horn Rapids landfill? A: The project does not require any construction, renovation, remodeling, maintenance, repair, or demolition. Although demolition of the structure is not part of the current job scope, an asbestos report has been completed verifying no asbestos in the structure. The remaining items to be removed are comprised generally of vehicles and vehicle parts, trailers, campers, furniture, household appliances, large accumulation of garbage, junk, and debris, dimensional lumber, scrap wood, paper products, cardboard, wood, plastic sheeting, and textiles. Contractors are not expected to encounter asbestos containing materials. If they encounter materials suspected to contain asbestos, they will notify the project manager for further instruction. Q: Will work be expected to occur 24 hours a day once it starts? A: It is expected that work will occur only during daylight hours.
