    General RFP No. AS-4187 Purpose: Access Services Avalon Facility Redevelopment Project Proposals Due: April 16, 2026 by 2:00 pm (PT) Description ACCESS SERVICES, the designated Los Angeles County Consolidated Transportation Services Agency that manages paratransit service on behalf of 46 public fixed-route operators, has issued RFQ No. AS-4187 to retain a progressive design build team (comprised of a general contractor, architect, key subconsultants, and key trade partners) to redevelop the Avalon Facility (located at 15914 S. Avalon Boulevard, Compton, California) through the best value evaluation process. The RFQ and all related documents are available for download at Access Services’ website at https://accessla.org/cms/view/current_opportunities (after registering as a vendor at https://accessla.org/cms/user/register). Addenda will be provided via a Dropbox link identified in the RFQ. Prevailing Wages and Federal Requirements This project is subject to state and federal prevailing wage laws. No contractor or subcontractor may be qualified to bid (or listed in a proposal) unless registered with the Department of Industrial Relations. This project is funded in part with federal funds. All work must comply with applicable federal requirements, including the Build America Buy America Act and Title VI of the Civil Rights Act. Licensing, Proposal Security, and Payment & Performance Bonds Proposers must possess a valid California Class “B” Contractor’s License, and lead architects and engineers must be licensed in California. A proposal bond (certified check or cashier’s check) of $25,000 is required. Payment and performance bonds are required in accordance with the RFQ terms. Pre-Proposal Meeting & Site Visit A virtual pre-proposal meeting will be held on 2/24/2026 at 2:30 pm (PT). Link and dial-in information is set forth in the RFQ. A site visit will be held on 2/26/2026 at 10:00 am (PT) at the Avalon Facility. Procurement Schedule & Proposal Deadline Procurement milestones are set forth in the RFQ. Proposals must be submitted electronically to David Chia at purchasing@accessla.org on 4/16/2026 by 2:00 pm (PT). Access Services is an equal opportunity contracting agency.
