Project Background:
The Silveira Community Center at 500 N. Main Street is a heavily used public facility serving Lakeport residents and community groups. Accessibility upgrades are required to ensure the facility is safe, functional, and compliant with applicable ADA and CBC standards. This project focuses on the bathroom facilities and access routes into the building.
The City of Lakeport has secured a Community Development Block Grant – Mitigation Resilient Infrastructure Program (CDBG-MIT RIP, Award Number: 18-MITRIP-23008; Federal Award Identification Number B19DT060001 ) award in the amount of $1,274,020 to complete accessibility upgrades at the Silveira Community Center. The grant covers design and architectural fees, City administration costs, construction contract costs and, construction administration costs.
Funding is administered by the California Department of Housing and Community Development (HCD) and originates from the U.S. Department of Housing and Urban Development (HUD). Because this is a federal funding source, all applicable federal procurement, environmental, labor, and contract requirements apply.
The City does not have additional local funds available. Accordingly, the selected consultant’s primary responsibility will be to provide a design that achieves the required ADA compliance upgrades within the available grant budget while meeting all applicable federal, state, and local requirements.
Historical Building Information:
The building has been tested for asbestos and lead containing elements in 2019 and 2024. The combined report can be found in the attachments. In 2024, the City of Lakeport completed the Silveira Community Center Electrical and HVAC project. The project was designed by PACE Engineering and constructed by James Day Construction dba Coastal Mountain Electric. The as-built plans can be found in the attachment. Also, a change order was executed during this project to abate asbestos containing acoustic ceiling materials in the main lobby room, as well as any other material necessary to complete construction. The change order and final post-abatement report is included in the attachments. The entire building was not abated.
As part of the current funding, NEPA and CEQA have been completed. Both documents can be found in the attachments. The selected consultant will need to ensure the project complies with requirements set forth in these documents.
In 2021, the City of Lakeport enlisted the services of Studio W to facilitate public outreach for the community center at 500 North Main Street. Recognizing the importance of community input, Studio W conducted surveys, public meetings, and other interactive forums to gather residents' perspectives on the center's future use and desired improvements. As a result of this collaboration, Studio W provided the City with floor plans and estimates, both found in the attachments, outlining the community's desired enhancements for the center. These documents serve as practical guides for the planned improvements, ensuring that the community center aligns with the collective vision and addresses the specific needs expressed by residents.
Confirmation of Existing Conditions:
To ensure the selected consultant has a comprehensive understanding of the project, proposers are highly encouraged to physically visit the site prior to submission. Arrangements shall be made, with 48-hours notice, to the Project Contact.
