Although there is no contract-specific goal associated, the City encourages bidders to make the same effort to ensure nondiscrimination in the award and administration of subcontracts, to help remove barriers to the participation of DBEs/SBEs, and to assist in the development of firms that can compete successfully in the marketplace outside the DBE/SBE program.
