At that time, all bids that have been duly received will be publicly read aloud via Zoom Video Conferencing at: https://us02web.zoom.us/j/88323946466?pwd=cUwSUsb5atAt2MalxCMvvgLrns9kKa.1 Meeting ID: 883 2394 6466 Passcode: 319761 This bid includes the following Work: All materials, labor, equipment, supervision, and incidentals necessary for construction of a new run-up area for Runway 36 at the Johnson County Executive Airport (OJC). Work includes site preparation; earthwork and approximately 25,200 CY of embankment; installation of 5,900 SY of aggregate base and 5,800 SY of PCC pavement; 1,900 SF of pavement marking; and drainage improvements. This project also includes installation of approximately 1,100 LF of taxiway lighting, electrical duct banks, cabling, regulator, associated modifications, removal of existing lighting system, and approximately 3.0 acres of seeding and mulching. A Non-Mandatory Pre-Bid Conference and Site Visit will be held at 11:00AM CT on May 19, 2026, at the Johnson County Executive Airport, Maintenance Shop Building, located at 15335 Pflumm Road, Olathe, Kansas. Technical questions and requests for clarification shall be submitted via IonWave no later than 5:00PM CT on May 28, 2026, to allow adequate time to issue an addendum, if needed. Bidders shall submit the following with their bid: Bid Bond: Bidders shall submit with their bid a bid bond issued by a surety company licensed to do business in the State of Kansas in the amount of five percent (5.0%) of the total amount of their bid. Said guarantee shall be made payable to the Board of County Commissioners of Johnson County, Kansas. DBE Requirements: The Owner's award of this contract is conditioned upon Bidder satisfying the good faith effort requirements of the U.S. Department of Transportation (DOT), 49 CFR 26.53. The Disadvantaged Business Enterprise (DBE) goal for this project has been established at 0.0%. Compliance with the DBE goal is a mandatory part of the bidding process. Buy American Certificate: This contract is subject to the "Buy American Preferences" of the Aviation Safety and Capacity Act of 1990. As a condition of bid responsiveness, Bidders must complete and submit as part of their response the enclosed Buy American certification. Statement of Qualifications: Bidders shall submit evidence of competence to perform the Work in the form provided in the Bidding Documents, or in a substantially similar form containing the same requested information. Davis-Bacon Act, as amended – DOL Regulation 29 CFR Part 5: The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the current schedule of wage rates established by the United States Department of Labor.
