City of Lincoln is requesting proposals for On-Site Auction Services of Unclaimed/Abandoned Property (Lincoln Police Department) --- Q&A --- Q1: To confirm, the only insurance policies listed in “Contractual Insurance Result Guide” that are necessary to this contract are Commercial General Liability, Automobile Liability and Workers Compensation; Employers’ Liability, correct? A1: The required Insurance is listed on page 3 of the attachment labeled "Addemdum 1 New Insurance Requirements". The "Contractual Insurance Result Guide" is used to provide additional requirements of those policies and endorsements. Changes to the insurance requirements are shown in Addendum 1. We run absolute auctions where there are no reserves / set minimums and the highest bid wins. This format allows immediate disposal of assets and typically provides higher net returns than auctions with set minimums because there is increased bidding activity and buyer participation. Is the ability to allow the City to set these minimums a must-have requirement? A2: Motor Vehicles have a minimum bid of $100. Bikes and property do not have a minimum bid requirement. In unusual cases where no one will bid $100 on a motor vehicle the auctioneer, in conjunction with the Property Unit Staff present can reduce the minimum bid below $100 to try to ensure a sale of the vehicle. A4: 2024: Sold 407 vehicles for a total amount of $495,667.00. 2025: Sold 385 vehicles for a total amount of $432,875.00. Sales information for bikes and other property is not readily available at this time. Submitted: 7/10/2026 02:56:40 PM (CT) Q5: I believe the requirement under C PROJECT REQUIREMENTS - Section 4.b and 4.c is unnecessary. The bicycles are parked right by the vehicles and it is easy for me, my ring man and ticket runner to keep an eye on them. When we sell property and bicycles, the property sells after the bicycles so bicycles are now in the hands of the new owner. And I always have 1 designated "guard" watching over the property as soon as we put it out and throughout the auction. It is not that much to watch over - large items in a row and small items on 4 or 5 tables. Why are you wanting so many security guards? 2 extra when we sell bikes, 4 extra with bikes and property. It is difficult enough to find good help for these auctions let alone what you want. Jim Peterson, auctioneer A5: LPD wouldn’t object to reducing the number to two (2) staff members be present for each auction (regardless of Bikes/Property.) as long as those two people have the responsibility to try to prevent theft of items waiting to be sold. Some auctions are heavily attended and the vendor is responsible for preventing theft from the tables/bike area. I believe those people can also have other identified responsibilities (ie "ringman," ticket runner...) as long as they are also responsible for security of the items waiting to be sold.
