    Description

Addendum 1 is issued to modify, clarify, explain or correct the original solicitation and to answer questions and is hereby made part of RFQ 072LF-26F. The City of Irving, Texas (City), through its Fire Department (IFD), is soliciting qualification submissions from qualified professional consulting firms to conduct a comprehensive Fire Department Growth Assessment and Master Plan Update. There will be no pre-submittal conference in conjunction with this RFQ. A public opening will be held via TEAMS. Please see the Activities tab for further details. Please call the individual listed on the bid if you require assistance with this submittal. Electronic submission will eliminate errors and unnecessary work, and is more friendly to the environment. In the case of an RFP or RFQ, any hard copy requirements in addition to the electronic response will be noted in the specifications. Your cooperation is greatly appreciated. --- Q&A --- Q1: Does the City’s Good Faith Effort Program apply to responses to this RFQ? A1: Yes, although this is a goal-based program and no points will be awarded or deducted associated with participation percentages. Submitted: 2/25/2026 02:49:08 PM (CT) Q2: RFQ Section 6, Submittal, states vendor responses shall not exceed 25 pages and the City requires five hard copies and one electronic copy of the response. Given the page limitations, do the instructions in RFQ Attachment B-6, #5 requiring hard copies be submitted in a three-ring binder, apply to this RFQ? Can vendors submit hard copies in smaller spiral binding or binder clips? A2: The 25 page limit only applies to the vendor responses and only electronic submittals will be required. This will be addressed in Addendum 1. Submitted: 2/25/2026 02:46:58 PM (CT) Q3: Section 6, Additional Information, states that respondents must be prepared to sign an Architectural Services Agreement. The agreement included in the portal is a Professional Services Agreement. Which one will be the contract for this engagement? A3: The provided Professional Services Agreement is correct. This will be clarified in Addendum 1. Submitted: 2/25/2026 02:41:35 PM (CT) Q4: Is the City expecting a detailed architectural/structural analysis of facilities, or a high-level visual assessment? A4: Expectations at this time are for a high level assessment but may be altered during negotiations with selected firm. Submitted: 2/25/2026 02:40:37 PM (CT) Q5: Does IFD have an existing Master Plan? A5: Yes Submitted: 2/25/2026 02:39:36 PM (CT)
