    INSTRUCTIONS TO RESPONDENTS Bids are solicited for furnishing the goods, supplies, equipment and/or services as set forth in this solicitation. Bids must be received Electronically or by Sealed Bid in the Purchasing Office by date and time specified, and then publicly opened and read aloud. Sealed Bids that are either mailed or delivered must be enclosed in a sealed envelope, addressed to the Director Purchasing, and have the bid number, bid name, closing date, and company name clearly marked on the outside of the envelope. Sealed Bids should be mailed or hand delivered to the following address: San Antonio Water System Purchasing Department 2800 US Highway 281 North, Administration Bldg, 5th Floor San Antonio, TX 78212 Electronic Bids can not be accepted after the specified date/ time. Sealed Bids received late will be returned; they will not be opened nor considered in the evaluation of the bid. The undersigned agrees, if the bid is accepted, to furnish any and all items upon which prices are offered, at the price(s) and upon the terms and conditions contained in the specifications. The period of acceptance of this bid will be 90 calendar days after the bid opening date. SCOPE: The San Antonio Water System (SAWS) is seeking to procure, using the Request for Proposal (RFP) method, a Software-as-a-Service (“SaaS” or cloud) solution to: (1) identify and measure water loss within SAWS distribution network, and (2) identify leakage locations utilizing the concept of Virtual District Metering (vDMA) (the “vDMA Software”). Please provide clarification of and basic functionality required for providing the “Ability to associate and reconcile work order data for leak repairs…”. What is SAWS intent of use for this feature? What level of reconciliation is expected for this feature? A2: Work Order is Infor public work (previously Hansen). The goal is to be able to associate the work order leak data that occurred within an area to an Event that the vDMA identified to understand causality. A3: It depends on the Enterprise system and data, for example the SCADA SAWS has five years and the Historian record every 10 sec of data. As for AMI it is about 2 years - SAWS is not expecting Vendors to use Historical data; at the most if needed a couples of month History. Mostly, this is limited by the data latency due to the connectivity of different sensors and meters with different sending intervals and timestamps. What is expected? A4: Real time refer to integration with SAWS Azure Data lake (IoT hub and Event Hub) via API and not a scheduled push. Additionally, would you be open to discussing whether a slightly lower availability target, such as 99.9%, might still meet your operational needs while providing a more cost-effective balance?
