Hypothetical example: a stormwater site anticipates achieving 20 IAC at a price point of $50,000/IAC but ends up delivering 22 IAC…would that additional achievement of 2 IAC be allowed to overrun the stormwater $1 million dollar delivery cap for a final value of $1.1 million per the 10% allowable over delivery language in the RFP…or would the County only pay up to $1 million regardless of IAC’s delivered? In this short period, we have won and successfully executed on 5 state contracted projects with Pennvest, VA DEQ, and the Susquehanna River Basin Commission. Our leadership team has more than 5 years of experience in the water quality industry. Additionally, our planting subcontractor has more than 5 years of experience. Keystone Streams could find a co-bid partner that would add cost to the contract. By December 31, 2028, we will have met the 5-year experience requirement, but our projects will have been fully completed by then. Would you consider waiving this requirement for tree planting projects if 100% of the payment was received after the project was fully completed? Or do you have any suggestions for how best to proceed? A4: The Offeror will be considered to have met the experience requirement if its proposal demonstrates that its leadership team / key staff working on the project has five years or more of experience in the water quality industry. We are happy to maintain the sites for a period of time, typically 5 years, but we will need to make sure we factor in those costs to our proposal. Do you have any further details as to what the County would like to see as a “Guarantee Period”? A5: There is a 3-year guarantee period. The guarantee period is the time after construction has been completed when the offeror remains responsible for the performance of the project.
