    Description

    The City of Pompano Beach (the “City”) is seeking sealed bids for this Invitation to Bid (ITB). Bids must be submitted electronically through the eBid System on or before the due date and time as specified herein. Any bid received after the due date and time specified will not be considered. Any uncertainty regarding the time a bid is received will be resolved against the Bidder. This project entails providing all labor, equipment, tools, and materials necessary for the construction of a new bridge located at SE 6th Terrace spanning the Old Pompano Canal G-16, otherwise known as bridge #868106. The scope of work includes, but is not limited to, demolishing the existing bridge, site preparation, earthwork, subaqueous utility relocation, traffic maintenance, lighting installation, dredging, pile and sheet pile installation, new bridge installation, roadway and driveway restoration, tree removal, landscaping, pavement marking, and signage. The bidder must be registered on the City’s eBid System in order to view the solicitation documents and respond to this ITB. The solicitation documents can be downloaded for free from the eBid System as a PDF at: https://pompanobeachfl.ionwave.net. The City is not responsible for the accuracy or completeness of any documentation the Bidder receives from any source other than the eBid System. The bidder is solely responsible for downloading all required documents. A list of Bidders will be read aloud in a public forum. Cone of Silence Notice: Bidders are hereby notified that this Solicitation is subject to a “Cone of Silence”. A Cone of Silence means a prohibition on any communication regarding any particular competitive solicitation between: • Any person who seeks an award therefrom, including a potential vendor or vendor's representative, and • Any member of the City Commission, all other city employees, and any non-employee appointed to evaluate or recommend selection in such procurement process. For purposes of this section, Vendor’s Representative means an employee, partner, officer, or director of a potential vendor, or consultant, lobbyist, or actual or potential subcontractor or sub-consultant of a vendor. The “cone of silence” shall terminate at the time the City Commission officially awards, or approves a contract, decides to reject all bids or responses, or takes any other action that concludes the solicitation or procurement process. Any firm or lobbyist for a firm is prohibited from having any communications concerning any solicitation for a competitive procurement with any member of the City Commission, City Clerk, City Manager’s Office, any Evaluation Committee Member, or any other City of Pompano Beach employee after Procurement and Contracts releases a solicitation to the General Public. All communications must go through the eBid System (IonWave) or the Purchasing Agent assigned to this solicitation, Michael Lee, at 954-786-4098, or michael@lee.copbfl.com. No other member of the City Commission, City Clerk, City Manager’s Office, any Evaluation Committee Member, or any other City of Pompano Beach employee should not contact any potential proposer or vendor, or any vendor should not contact any other department other than Procurement concerning this ITB. Any information that amends any portion of this ITB received by any method other than an Addendum issued to the ITB is not binding on the City of Pompano Beach.
