For example, the scope specifies at least 8 Phase II ESAs. Phase II ESAs can range in cost from as little as $10,000 to $100,000 or more based on factors such as site size, number of boring locations, geologic and hydrogeologic conditions which can dictate drilling methods and cost, and type and number of laboratory testing. This also makes it difficult to provide a transparent cost for other project elements including Phase I ESAs, HBMSs, ABCAs, and all planning activities. Since cost will not be evaluated subjectively (a formulaic approach is described in the RFP and it is indicated that a Purchasing Representative and not proposal evaluators will score price), and because cost is awarded a higher point value than any other scoring criteria, it is likely that each proposer’s total score will be driven by the limited cost information in the table. A3: The RTC understands the inherent variance in costs due to the nature of the work. This is intrinsic to projects where site selection is part of the services provided.
