    Notice is hereby given that the City of Stillwater will receive bids for the construction of: Stillwater FY 25 Pavement Management Program Task Order 1 Project #25TR09/25TR10 Bid No. 43-2025 Scope of work to primarily include the following: Roadway Surface Rehabilitation of 11th Avenue W. from Stanley Street South to Adams Street South, 11th Avenue W. from Washington Street South to Hester Street South, 18th Avenue West from Westridge Street South to Fairfield Drive South, Hillside Street South from 19th Avenue West to 18th Avenue West, Hillside Street South from 16th Avenue West to 18th Avenue West, 24th Avenue West from DS at 460 East Eunice Street to Countryside Drive South, Countryside Drive South from Pioneer Trail Street South to 24th Avenue West, and Miller Avenue West from Knoblock Street North to the Pavement Change. Roadway Surface and Base Rehabilitation of 16th Avenue West from Country Club Road South to Hillside Street South, and Westridge Street South from 18th Avenue West to 16th Avenue West. Roadway Full Depth Reconstruction of Hillside Court South from 16th Avenue West to the South End, and Black Oak Drive South from the Pavement Change to 24th Avenue West. Bids will only be received electronically through https://stillwater.ionwave.net until 3:00 PM local time on Wednesday, February 11th , 2026 . Bids shall be opened and read aloud by the Office of the City Clerk at the above stated time. Bid opening will occur in Room 1112 "B" of the Norman McNickle Municipal Complex, 723 South Lewis, Stillwater, Oklahoma, 74074. To register for the City’s online bidding portal, visit https://stillwater.ionwave.net. Bids shall be submitted as stated in the Instructions to Bidders. Any bid received by the City Clerk more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays, before the time set for the opening of bids, or any bid so received after the time set for opening of bids, shall not be considered and shall be returned unopened to the bidder submitting same. Bids will be referred to city staff for evaluation. The City Council may award to the "lowest and best responsible bidder". The Council reserves the right to reject any or all bids or portions thereof and to waive any technicalities in the bidding process. No bid may be altered, withdrawn, or resubmitted within 45 days after the date set for the opening of bids. The documents describing the requirements for this request for bids may be examined at https://stillwater.ionwave.net. Questions regarding the bid package should be directed through the City’s bid portal, Ionwave. Each bidder is required to submit with their bid a guarantee in the form of an acceptable bidder's bond, a certified check, or a cashier's check on a solvent bank in the state of Oklahoma, and in the amount of not less than five percent (5%) of the amount bid. The successful bidder shall execute a contract within 14 days of Notice of Award by the city. The successful bidder shall file a performance bond, maintenance bond, statutory bond and certificates of insurance in the statutory amounts for public liability and workers compensation insurance at the time of signing the contract. Any agreement entered into as a result of this invitation to bid shall be construed under the laws of the State of Oklahoma, and the venue for enforcement of the agreement shall be Payne County in the State of Oklahoma. The City may issue addenda as may be necessary in the best interest of the public and the City of Stillwater. Addenda issued through Ionwave may amend the date and/or time for receipt of bids or any specification, item, document, or requirement in the Bidding Documents. An OPTIONAL pre-bid conference will be held at 10:00 AM on Monday, January 26, 2026 in Room 2073 of the Norman McNickle Municipal Building, 723 South Lewis, Stillwater, Oklahoma. A virtual meeting link will also be offered via Ionwave to prospective bidders (see "Activities" tab). Contractors are required to visit the project site before submitting a bid. Due to predicted weather conditions, the Optional Pre-Bid Conference has been rescheduled to 2:00 PM Wednesday January 28, 2026.
