    The City of Warner Robins is seeking proposals from qualified and experienced contractors capable of performing an Advanced Metering Infrastructure (AMI) Water Meter Replacement Project. This is a citywide initiative aimed at upgrading outdated water meters with advanced, automated metering technology. This effort will enhance the accuracy of water usage readings, reduce manual labor, and provide residents with real-time data to better manage their water consumption. To remain eligible for potential award, at least one representative from the respective contractor must be in attendance promptly at the start of the meeting and remain present for the duration of the meeting. Proposals will be accepted via the City’s online procurement system, IonWave, until May 15, 2026, at 2:00 P.M.(ET). Proposals submitted via mail, hand delivery, fax, or any alternative method will not be accepted. Contractors are encouraged to submit questions for clarification or additional information relating to RFP specifications or solicitation requirements. All questions must be submitted via IonWave by May 8, 2026, by 2:00 P.M.(ET). Submission of a proposal shall constitute acknowledgement and acceptance of all terms, conditions, and addenda to this solicitation. --- Q&A --- Q1: Would the utility reconsider allowing a Georgia Master Plumber to carry the licensing requirements for the RFP? A recent similar project in Georgia in Paulding County had the following verbiage in their RFP. "Offerors are required to have a Georgia Utility Contractor License or State of Georgia Plumbers License." In Fayette County for their RFP, the licensing requirement was listed as a Georgia Utility Contractor and they switched to allowing a Plumbing license in an addendum. A1: City of Warner Robins requires a GA Utility Contractor License.
