Overview: The New York State Department of Agriculture and Markets seeks proposals from eligible not-for-profit entities to administer the state animal population control program required by Agriculture and Markets Law section 117-a. Eligible Respondents: The following not-for-profit entities are eligible to submit a proposal to provide services under this RFP: • duly incorporated societies for the prevention of cruelty to animals, • duly incorporated humane societies, • duly incorporated animal protective associations, or • duly incorporated not-for-profit corporations that have received designation as 501(c)(3) entities by the Internal Revenue Service and which entities are operating as animal rescue organizations, animal adoption organizations, spay/neuter clinics, or other entities whose core mission predominantly includes statewide efforts to manage the companion animal population in New York State. Term: The contract resulting from this RFP will be for an initial term of five years and may be renewed subject to the approval of the commissioner, as authorized by AML section 117-a. Program Funding: The total funding available is anticipated to be between $650,000 and $700,000 per year. Actual funds available will depend upon the amount of revenue in the animal population control fund and the annual appropriation from the Legislature. The selected Program Administrator will receive quarterly payments of Program funds as provided in subdivision 4 of section 97-xx of the State Finance Law.
