The project consists of Ector County Coliseum is seeking proposals from qualified advertisers and sponsors interested in securing advertising space on the facility's three-sided marquee located at the intersection of TX Highway 191 and US Highway 385 in Odessa, Texas. This marquee provides exceptional visibility to thousands of daily commuters, residents and visitors traveling through one of the busiest intersections in the Permian Basin.
All proposals should be received either electronically, or at the location below by the deadline. If the Proposer chooses to submit a Hard copy, it must be delivered in a sealed envelope with a return address and clearly marked "ADVERTISING & SPONSORSHIP OPPORTUNITIES - 3 SIDED MARQUEE AT TX 191 AND & US 385, Odessa, TX" The Proposer's firm name shall appear on the outside of the envelope.
Deadline for proposal submission is 2:00 pm CST on Tuesday, April 21, 2026. Location for hard copy submittal is Ector County Purchasing Department, 1010 E 8th Street, Suite 110, Odessa, TX 79761.
The Ector County Coliseum is a premier regional venue hosting concerts, expos, sporting events, rodeos, trade shows, conventions, and community activities. The marquee located at US-385 & TX-191 offers one of the highest-visibility advertising opportunities in the region and serves as a vital communication and branding asset for County facilities.
Contributing revenue supports the maintenance and upkeep of the marquee and the Ector County Coliseum Complex, ensuring both remain fully functional, visually appealing, and beneficial to the community.

Q (Digital Conversion): Would the County consider converting the 3 faces to 10' x 20' Digital Screens?
A: The County is not considering converting the three faces to 10' x 20' digital screens. Proposals are being solicited solely for the static faces beneath the existing structure for the purpose of vendors advertising their own businesses. In accordance with TxDOT standards applicable to this location, outside advertising is not permitted on the screens themselves; however, vendors may advertise through vinyl wrapping on the three static faces.
