    Description

    REQUEST FOR PROPOSALS

    The City of Orangeburg is requesting proposals from interested and qualified professionals to provide rehabilitation runway lighting at the Orangeburg Municipal Airport.

     

    Background and Project Description

    The project includes furnishing of labor, material and equipment for the rehabilitation of the existing lighting and signage for Runway 17-35.

     

    A non-mandatory pre-bid meeting held on Wednesday, May 13, 2026, at 11:00 am at the Orangeburg Municipal Airport, 1811 Airport Road, Orangeburg, SC 29115. 

     

    All bidders are strongly encouraged to attend. A virtual attendance invitation for the pre-bid can be requested by emailing Lucas Funderburk, PE at lfunderburk@ardurra.com. A site visit will be conducted upon completion of the pre-bid meeting.

     

    Sealed proposals can be delivered in the Public Works Department, City of Orangeburg (Owner) at 1099, Orangeburg, SC 29115, up to 3:00 PM, May 28, 2026, and immediately thereafter publicly opened and read aloud at 3:15 pm inside the Orangeburg City Council Chambers, 933 Middleton Street, Orangeburg, SC 29115.

    Online bids will also be accepted via the City of Orangeburg website through Beacon Bid (registration is required). 

    Bids received after the stated time will not be accepted.

     

    All sealed proposals will then be publicly opened and read aloud at the City Council Chambers located at 933 Middleton Street, Orangeburg, SC 29115 promptly at 3:15 PM. 

     

     

     

     

    SCOPE OF WORK

    The Scope of Work to be performed by the awarded firm consists of, but is not limited to, the following:

    ·         The project includes furnishing of labor, material and equipment for the rehabilitation of the existing lighting and signage for Runway 17-35 at the Orangeburg Municipal Airport.

     

    QUALIFICATIONS:

    Contractor qualifications include:

    • Minimum five (5) years of experience related to airport repair work including lighting, signage, etc.

     

    • Compliance with all state and federal laws of operation.

    INSURANCE

     

    The successful bidder shall furnish proof of insurance requirements as indicated below. The coverage is to remain in force at all times during the contract period.

     

    The following minimum insurance coverage is required.

     

    ·         The City of Orangeburg is to be added as an “additional insured”. This language must be written in the description section of the insurance certificate, and a copy of the certificate should be supplied to the City of Orangeburg.

     

    ·         Any costs for adding the City of Orangeburg as “additional insured” will be at the contractor’s expense.

     

    ·         Commercial General Liability Insurance covering premises-operations, products-completed operations, contractors and contractual liability.

     

    ·         Limits: Combined single limit bodily injury/property damage $1,000,000.

    PROPOSAL SUBMISSION

    Interested parties may attend a pre-bid (non-mandatory) meeting on Wednesday May 13, 2026, @ 11:00 am at the Orangeburg Municipal Airport, 1811 Airport Road, Orangeburg, SC. 

     

    RFP due date is Tuesday May 28, 2026, 3:00 pm.

     

    All responses shall include the following information, organized in a clear and concise manner:

     

    ·         Title Page- This shall show the individual’s name, physical address, telephone number, email address, and date.

    ·         Brief Profile and Statement- (2 page maximum) providing a history of your experience and related expertise (qualifications).

    ·         A detailed description of work to be performed.

    ·         Up-to-date work history.

    ·         Demonstrated compliance with all state and federal laws.

    ·         Three (3) professional references.

    ·         Proof of Commercial Liability Insurance.
