    Description

    The City of Anaheim Housing Authority ("Housing Authority") is issuing a Request for Proposals from consultant firms ("Consultants") specializing in housing and financial services. The Housing Authority wishes to enter into agreements with one or more professional firms with specific expertise, in the areas listed below, to establish a strong and comprehensive team of technical consultants to support the efforts of the Housing Authority. The Proposals are due no later than 5:00 p.m. (PST) on Friday, June 26, 2026.

    The selected consultants will work with City and Housing Authority Staff on any or all of the following:
     

    Housing and Financial: Services required fall into three (3) primary areas as noted below. Proposers may choose to address all or a portion of the areas of expertise required.

      1. Real estate market and financial feasibility analyses for residential development projects (affordable housing).
      2. Economic and financial data gathering and analyses; assessment (including demographic research) and report writing related to specific geographic areas, industries or sites.
      3. Financial Advisor services for bond financing, including transaction structuring; tax credit analyses; various public finance options including utility and special revenue financing, capital lease financing and general obligation bonds.

    Based on program needs, the Housing Authority may enter into a multi-year professional service agreement with one or more consultants. The consultants would serve the Housing Authority on an “on- call” basis for the length of the agreement period at an established fee schedule.

    The Housing Authority also maintains professional service agreements with other types of consultants. The selected individual and/or firm(s) may be directed to work with these other consultants to complete specific projects, including providing peer reviews, opinions, and assessments.

    The Housing Authority uses a formal written work order process for individual projects assigned to professional consultants. In this process, the Housing Authority requests fee proposals that include a scope of work, schedule, and not-to-exceed fixed fee prior to the initiation of work.

    Evaluation Criteria

    • Respondent's ability to perform the tasks based on previous experience with similar govt entities of size and scope (30 pts)

      Evaluation of proposals will be conducted through a fair, impartial, and competitive selection process, in which evaluation will not be based on cost alone. The Housing Authority has established an Evaluation Committee, comprised of appropriate personnel, to review and score the proposals. The Housing Authority reserves the right to select a Proposer solely based on the information submitted in the proposal and to award a contract without any further discussions. Therefore, proposals should be submitted initially on the most favorable terms available to the Housing Authority, including pricing, contractual terms and conditions, and technical approach. The Housing Authority also reserves the right to conduct discussions with Proposers, if necessary, to clarify or expand upon submitted proposals.

      Propose any innovate approaches or solutions that could provide added value to the services being requested in this RFP. The Housing Authority also invites proposers to identify any cost savings strategies or efficiencies they can offer.

      The City reserves the right to consider the top-ranking proposals based on a natural break in the evaluation scores. In the event of closely ranked proposals, the City will focus on the proposals that fall within this natural break for further consideration. An interview phase may be conducted with the highest-ranking proposals to allow for a more in-depth evaluation of the vendor's qualifications and approach before a final selection is made.

    Submission Requirements

    • CRITERIA ONE (required)

      Proposers must demonstrate at least five (5) years of experience providing financial consulting services related to affordable housing, public finance, real estate development, tax credit financing, bond financing, market analysis, and/or economic research. This includes descriptions of similar projects completed within the last three (3) years and demonstrate experience working with public agencies and housing organizations. Demonstrated success in handling complex development projects will be given higher weight. 

    • CRITERIA TWO (required)

      Proposers must identify the key personnel who will provide services under the contract and describe their qualifications, relevant experience, certifications, and areas of expertise. An organizational chart and resumes shall be provided. The proposal should demonstrate the firm's capacity to provide timely and responsive support for multiple concurrent assignments.

    • CRITERIA THREE (required)

      Proposers must demonstrate a clear understanding of the Housing Authority's affordable housing and community development objectives and describe their approach to providing on-call financial consulting services. The proposer should explain methodologies for conducting financial feasibility analyses, market studies, public finance evaluations, tax credit analyses, and other requested services.

    • CRITERIA FOUR (required)

      Proposers must provide a minimum of three (3) references from recent clients (within the past 2-3 years), preferably public agencies, for projects similar in scope and complexity. Evaluation will consider the firm's history of delivering high-quality work products, meeting project schedules, maintaining effective communication, and successfully completing assignments within budget. 

    • CRITERIA FIVE (required)

      Proposers must submit a comprehensive fee schedule identifying hourly rates for all personnel classifications and services. Evaluation will consider the reasonableness and competitiveness of proposed rates, overall value to the Housing Authority, and the firm's ability to provide cost-effective services while maintaining a high level of expertise and responsiveness.
