    Description

    The City of Palm Beach Gardens, FL, is soliciting sealed responses for Ancillary Health Benefit Plan - Dental Insurance. Responses are to be submitted via the City's eProcurement Portal via https://procurement.opengov.com/portal/pbgfl PRIOR TO 3:00 pm on Friday, May 8, 2026. Late responses will not be accepted.

    The City seeks a qualified dental insurance provider to administer an ancillary dental benefit plan for eligible employees and dependents. Services include plan design options, claims administration, provider network access, customer service support, compliance with applicable federal and state regulations, reporting, and integration with the City’s benefits administration and payroll systems.

    Background

    In addition to its Group Health Plan, the City offers employees and eligible dependents ancillary health benefit programs. These programs are voluntary and separate from the Group Health Plan and include, but are not limited to, life insurance, dental insurance, vision care, employee assistance programs, and long-term disability coverage.

     

    Dental insurance is a core component of the City’s total rewards strategy and is valued by employees as a means of promoting preventive care, managing out-of-pocket dental costs, and supporting overall health and wellness. Access to a reliable and comprehensive dental plan contributes to employee satisfaction, recruitment, and retention.

     

    In October 2020, following a competitive Request for Proposals (RFP) process, the City entered into a three-year agreement with Humana Insurance Company to provide dental insurance services. In 2023, the City exercised its contractual option to renew the agreement for an additional three years. The current contract is scheduled to expire on September 30, 2026.

    • Relevant Experience and Past Performance (30 Points) (30 pts)

      Evaluation will focus on the proposer’s demonstrated experience successfully providing dental insurance coverage for a City of similar size, scope, and complexity.  Consideration will be given to:

       

      Current dental insurance clients that are similar to Palm Beach Gardens.

      Performance on current and former contracts.

      Effectiveness in resolving any challenges.

      Responsiveness and cooperation with public-sector clients.

      Any references from recent comparable projects.

    • Qualifications of Key Personnel (25 Points) (25 pts)

      The qualifications, experience, and roles of key team members, including the Designated Account Representative will be evaluated. The City will consider:

       

      Professional licenses, certifications, and technical competence.

      Experience with dental insurance coverage.

      Team organization and communication structure.

      Availability and commitment of personnel to the project.

      Proposer’s understanding of the project and approach to delivering a successful project:

       

      Implementation/Transition Schedule and project management methodology

      Quality assurance, safety, and risk management procedures

      Strategies for cost control and integration into the City’s overall wellness               strategy.

      Evaluation will consider the reasonableness, clarity, and transparency of the proposer’s pricing approach, including:

    Q (Fully Insured or ASO): The prior Humana plan appears to have been an ASO plan. Are you seeking a similar ASO funding arrangement or would you be open to a fully insured plan option?
