Animal Shelter Renovation

The Contractor shall furnish all labor, materials, equipment, supervision, and incidental items necessary to complete the Animal Shelter Renovation in strict accordance with the Architectural/Engineering (A/E) plans, specifications, drawings, and reports prepared for this Project.

The scope of work includes, but is not limited to, the correction of identified structural deficiencies and the rehabilitation of affected building components. The objective of this Project is to restore the facility to a safe, functional, serviceable, and code-compliant condition while ensuring the completed work meets all applicable regulatory requirements and industry standards.

• The quality of the Bidder's goods or services. (20 pts) —

  What to look for: You will need the references, Purchasing's vendor performance reports, and State comptroller's Vendor Performance Report.

  • Were there warranty concerns? How did the contractor address?
  • etc.
• The reputation/past relationship with the City of Conroe. (10 pts) —

  1) What is the past experience with this contractor?

  2) See if Purchasing has a vendor performance evaluation?

  3) Vendor Performance Tracking from the State Comptroller's Office? (Purchasing will provide VPT Report if available) Not all vendors will have this.

  • Scores A-C is good
  • Score D is acceptable
  • Score F is not good.
• Time for completion of project scheduling. (10 pts) —

  What to look for: Is the time the contractor proposed realistic?

  Example:

  • Engineer's Estimated Timeline: 200 days.

  • Bidder A: 190 days (feasible)

• Safety Record - EMR Score (5 pts) —

  The Experience Modification Rate (EMR) is a numerical factor used by insurance companies to measure a construction company’s workers’ compensation claims history compared to other companies in the same industry.

  • Baseline: An EMR of 1.0 is considered average.

  • Lower than 1.0: Better-than-average safety record → lower insurance premiums.

  • Higher than 1.0: Worse-than-average safety record → higher insurance premiums.
